From what I understand, when NAFTA was first put in place, the US, under then President Clinton, sent $10 billion to Mexico. The money did not go the the Mexican government but to the controlling families (cartels) in Mexico. What kind of loyalty is bought for $10 billion? I believe this is what Q is referring to regarding MS13…and other cartel families more than likely. Is it that the cartel that controls MS13 is the controlling cartel in Mexico right now? What family controls MS13?
